Job Description

The Benefits Administrator position is responsible for directing and planning the day-to-day operations of group benefit programs (group health, dental, vision, short-term and long-term disability, workers compensation, life insurance, travel and accident plan, flexible spending plan, 401(k) plan etc.). Investigates new benefit programs, improves existing programs, supervises and monitors benefit administration. Designs employee benefit plans. Provides analytical and technical support in the delivery of the benefit programs.

Research and Development:
Research employee benefit plans and vendors to identify those that present the best value.
Design, recommend and implement benefit programs.
Assist in the management of the benefit plan renewal process.
Negotiate with vendor or administrator for renewal.
Collect experience data from available resources.
Examine possible plan design or benefit cost changes

Serve as primary contact for plan vendors and third party administrators and determines the best plan options by working with the third party administrators.
Coordinate transfer of data to external contacts for services, premiums and plan administration. Work effectively to make sure the plans run smoothly. Investigate discrepancies and provide information in non-routine situations.
Maintain the SharePoint Benefits Page with up to date information and instructions on how to enroll or decline benefit elections.
Evaluate and revise internal processes to reduce costs and increase efficiency.
Document, and maintain administrative procedures for assigned benefit processes.
Ensure proper distribution of assignments and responsibilities.
Handle benefit invoice reconciliation process in a timely and efficient manner.
Ensure compliance with applicable government regulations.
Assure timeliness and accuracy of required filings.
Handle and coordinate all benefit enrollments with site HR Generalists, including new hire enrollment, Annual Open Enrollment COBRA administration, terminations and changes.
Oversee maintenance of employee benefit files through site Generalists.
Maintain Group Benefits databases

Evaluate, Measure, Audit:
Audit the accuracy and performance of benefit functions performed by site Generalists.
Creates quarterly reports for various items such as claims, premium costs, enrollee headcount in the plans
Analyze the current benefits, evaluating the usage, services, coverage, effectiveness, cost, plan experience, and competitive trends in benefits programs and identify the companys stance.
Perform periodic plan audits and report findings and recommendations to benefit brokers and HR Management.
Work with benefit brokers to monitor administrative costs of benefit programs and recommend cost containment strategies including alternative methods for administration and funding.
Customer Service, Communication, Training:
Assist benefit brokers in developing communication tools to enhance understanding of the companys benefits package.
Hold quarterly trainings for the HR Team regarding various benefits and process topics
Work with benefit brokers to design and distribute materials for benefit orientations, open enrollment and summary plan descriptions.
Create and conduct presentations using audiovisual tools including power point and videos and webinars
Provide training and customer service support to all employees.
Create and promote wellness initiatives for the entire organization
Communicate and present plan details to employees, management and committees.

1.Perform other duties and special projects as assigned.
2.There may be up to 25% travel associated with this position to locations as local and the multiple Windham sites.

Bachelor's Degree Required

Bachelor's degree and three to five years related benefits or employee benefit administration experience
PHR and/or CEBS professional designations preferred.
Have an understanding of regulations affecting benefits policies
Excellent communication and organization skills.
Project and team management/leadership skills and experience. Proven ability to work effectively in a team environment with associates. Capability of effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
Strong analytical skills and a thorough knowledge of plan designs. Ability to understand, evaluate and make judgment on the proposals.
Computer proficiency and technical aptitude with the ability to utilize MS Word, Excel, Power Point, Access, UltiPro, ADP systems.
Knowledge of benefit contract language
Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, SECTION 125, Workers Compensation, Medicare, OBRA, and Social Security and DOL requirements.
