What is the purpose of Keene State’s Office on Violence Against Women Campus Grant?

The mission of the U.S. Department of Justice, Office on Violence Against Women’s (OVW) Campus Program is to develop effective, culturally-relevant, campus-based programming that builds strong campus and community partnerships to strengthen services for victims/survivors of sexual assault, domestic violence, dating violence, and stalking and promote multifaceted prevention strategies within the campus community.

What is the grant cycle and where are we now?

The OVW Campus Grant runs on a 3-year cycle. Keene State’s current grant award began on October 1, 2019, and will end on September 30, 2022.

Keene State will apply for another 3-year cycle of the grant in April 2022. In June 2022, Keene State will also apply for a No Cost Extension on the current FY19 grant cycle to ensure there are no funding gaps between the two grant cycles should a new grant cycle be funded.

What are some successes/achievements the grant has supported so far?

  • Creating and sustaining a CCRT of on- and off-campus partners to facilitate the grant’s strategic plan, and build a sustainable mechanism to address sexual and interpersonal violence prevention and response on campus;
  • Partnering with on- and off-campus partners for trainings and the creation of resources available to the entire campus community;
  • Partnering with a 300-level Sociology class to conduct a review of Keene State’s Sexual Misconduct Policy;
  • Replacing the online prevention module for incoming students with the SPARC: Sexual & Interpersonal Violence Prevention and Response Course; and
  • Undergoing a collaborative process with staff, faculty, and students to select a bystander intervention program for campus, Bringing in the Bystander

What are some grant goals that have not yet been achieved?

Grant projects in progress include:

  • Evaluating and re-envisioning the No Zebras Sexual Violence Prevention Theater Program for incoming students;
  • Implementing Bringing in the Bystander, a bystander intervention program for students;
  • Engaging students in the Coordinated Community Response Team and grant initiatives; and
  • Creating an annual training on sexual violence prevention and response with Campus Safety, and conducting a Campus Safety policy review

What will happen if the grant is renewed?

The new grant proposal is currently being written and, if approved, will include a new Strategic Plan to be written in late Fall 2022/early Winter 2023. Potential priorities of the new grant cycle are:

  • Continued funding for a full-time Grant Director and Sexual Violence Prevention Specialist dedicated to big picture planning and implementation of sexual violence prevention and response;
  • Deeper focus on comprehensive prevention plan that looks beyond programming, as well as more effective ways of providing programming;
  • More funding to support and sustain the Bringing in the Bystander program, including more stipends for faculty, staff, and students;
  • Further developing opportunities to expand use of sexual violence prevention theater;
  • Funding an on-campus confidential advocate for students.

What will happen if the grant is NOT renewed?

  • Progress and foundation laid over these last two years will halt, and the chance of long-term success and sustainability will greatly decrease;
  • Loss of full-time staff position dedicated to sexual violence prevention and response;
  • Loss of guidance and momentum for continuation of the Coordinated Community Response Team;
  • Loss of cross-campus collaboration on sexual violence prevention and response trainings, programs, and resources available to the campus community;
  • Loss of dedicated resources (student workers, funding, capacity, commitment) to sexual violence prevention and response;
  • Bringing in The Bystander program implementation will be halted;
  • Loss of dedicated evaluation and progress support for newly envisioned sexual violence prevention theater program.
