Harlan received his PhD in Psychology and Neuroscience from Duke University and bachelor's in psychology and Judaic & Near Eastern Studies from Oberlin College.

Prior to Keene State, he was a faculty member at Bennington College and a researcher at the VA National Center for PTSD and the Yale Child Study Center working to better understand the neuroscience of emotions. Harlan’s courses include General Psychology, Research Methods, Cognitive Neuroscience and Human Psychophysiology. In addition to teaching, he has served as the acting coordinator of the neuroscience program since 2022.
