Upward Bound is funded through a competitive grant provided by the U.S. Department of Education. Upward Bound is part of a larger group of educational programs called TRIO Programs. The four TRIO programs are Educational Talent Search, Upward Bound, Student Support Services, and McNair Graduate Opportunity Program. The Student Support Service on campus at Keene State College is the Aspire Program. The TRIO Programs were created during Lyndon Johnson's presidency, as part of the "Great Society" programs, designed to eliminate poverty in the United States. Since their inception, TRIO programs have been faithfully fulfilling the goals of equal educational opportunity for all. Funds for TRIO programs are appropriated by Congress with approval of the President on a yearly basis. Therefore, TRIO is competing with other federal priorities, such a deficit reduction, defense spending, the entitlements, as well as all of the other educational and social programs. For this reason, members of Congress, as well as the President, are always looking for information and feedback on the impact of the programs they fund.
