Authority to Submit Proposals for Externally Sponsored Projects and Research and Signature Authority for Sponsored Projects & Research
The purpose of this policy is to clarify who has the authority to submit applications for externally sponsored projects and research at Keene State College and to sign on behalf of the institution at various stages, including proposal submission, award acceptance, and ancillary research agreements.
The Vice Chancellor & Treasurer of the University System of New Hampshire has delegated signature authority for sponsored projects and research to the following officers of Keene State College the authority to execute on behalf of KSC all contracts, agreements and other legal documents related to the provision of research or consulting services, or other sponsored programs, provided that such authority shall be exercised in compliance with applicable USNH and KSC policies, including those related to conflict of interest, insurance, additional pay, and competitive bidding:
- The Provost and Vice President for Academic Affairs who is also the Chief Research Officer
- The Director of Sponsored Projects and Research
The named officers may re-delegate this authority only as specifically noted in the most recent KSC Office of Sponsored Projects & Research Institutional Signature Authority Form.
Keene State College community members are reminded that all grant proposals for sponsored projects and research are to be submitted via OSPR, who will submit the proposal to the sponsor on your behalf after all internal approvals have been secured. The College reserves the right to withdraw any application that has not been institutionally approved at the proposal stage, or to decline awards emanating from unapproved submissions.
